 Facilitate making copies/clones of the Trac database so people can
 experiment with Trac reports, customizations, and wild experiments without
 the risk of messing up the actual Trac database.

 Sadly, you need to be a Trac admin to create reports. What would
 work better would be to work with a local copy of the Trac DB.
 We could probably set up a cron job to make one if it would help.
