Comment:

 1. Trac plugin (or Trac itself) do not use FKs as SQLite doesn't enforce
 them.
  2. Try entering an invalid entry in either field, you will find it is
 removed for you automatically.
  3. There is indeed a table (`mastertickets`) that stores the relations.
  4. Tickets with open blockers are already prevented from being closed.
  5. The correct place to raise such issues would be the home of the
 plugin, http://trac-hacks.org.

 Next time please at least investigate a little before filing a ticket.
