Comment:

 This is intended.  The XO is waking up, seeing that the reason it woke up
 is not good enough to stay awake (it requires another power button press
 to leave "sleep" mode) and then going back to sleep.

 In the future, we'll avoid waking up with these intermediate steps and
 (usually) push the logic for deciding whether to wake down into the EC.
 Marking this particular bug WONTFIX.
