 On download, an xol file will not be unpacked into /home/olpc/Library if
 it does not contain an index.html or library.xml file.  This is an
 unnecessary restriction.  (if it doesn't have a library.info file, it
 might not show up, but that's another story)

 The download journal-entry itself should somehow flag whether or not a
 download has installed.  The choice whether to unpack the files or not for
 xol and xo bundles should be the same -- one can have an activity unpacked
 into /home/olpc/Activities even if an error keeps it from showing up in
 the bottom frame; either both cases should allow unpacking or both should
 disallow it.

 A robust way to do this would be formatting the functions used to
 download/unpack bundles so that the activity-vs-library nature is an
 attribute of a bundle and not a cause for a separate set of scripts.
