Comment:

 It seems to me that the best solution is to make Sugar boot, and run, on a
 read-only /, so that the user can be prompted to perform cleanup
 interactively.  This is part of the beauty of /etc/rwtab.  It seems to me
 that /etc/passwd and /etc/group would ideally be in /etc/rwtab; presumably
 there is a reason why this is not possible.
