 How long did you wait before pulling the USB cables out?  We ran into
 the update problem before with slow EEPROMs where the onboard firmware
 hadn't finished copying event the _17k_ boot2 to the SPI flash within
 ~15 seconds or so.  I have no idea how long it takes to write ~110K of
 thick firmware to the larger EEPROM, but it may well be longer than the
 20s the tool waits for.

 Now the firmware is _supposed_ to only reply to the last block write
 command when the last block has been successfully written to EEPROM, but
 that may not be working correctly.

 Do you have any way to get a dump of the contents of the EEPROM of one
 of the active antennas and compare that to the firmware that used to be
 on it, versus what you were flashing it to?  That's how we found out
 that the flash tool wasn't waiting long enough before, because Mitch
 found that the SPI flash had 1/2 old firmware, 1/2 new firmware.
