 There's no visual indication when the Browse activity's back and forward
 buttons are inactive (because there is no browse history, or you've
 reached the beginning or end of history).

 Steps to reproduce:
 * Start Browse activity.  Note back and forward buttons do nothing.
 * Go to a new web page, e.g. click Images > World maps.  The back and
 forward buttons look identical, but now note that mouse-over back button
 highlights the background in black and after a delay shows "Back".

 Expected behavior:

 says "Sugar will take advantage of the vector graphics used for rendering
 objects and buttons by rendering inactive ones as a white outlined stroke,
 with no fill color."
