 Discussing with Eben on irc, we found out that not all icons do something
 when clicked: eg: speaker icon (see #7730), devices icons, buddies icons,
 etc.
 Maybe they all should do something: either perform their primary action of
 their palettes if reasonable, or just show their palettes (see #7729) .
