 Right now domain config changes completely nuke the ejabberd
 configuration. This need not happen.

 The server right now refuses to run after reconfiguration. We need to be
 able to handle this gracefully for the case where the domain is changed a
 few times during early configuration.

 That the clients will need to re-register is out of scope for this bug, as
 it is an XMPP design issue. It is ok (within the scope of this bug at
 least) to lose the client's data if we cannot "reconnect" them.

 It is not ok to stop working :-/
