 I'm jumping in out of context, but the correct thing to do in the view is
 to highlight the activity zoom level anytime the launcher is shown.  In
 the short term, we could store the former zoom level if we want, and
 return there on failure.  In addition, we should only return on failure if
 we are looking at the launcher which fails when it does so.
