Comment:

 I feel like I'm repeating this a lot.  The activity launcher should behave
 ''in every way'' like an actual activity, and an actual first class member
 of the activity zoom level.  As such, it should certainly be possible to
 tab to and from the launcher(s) just like any other activity.

 Of note, this capability is of questionable use until we can prevent an
 activity which finishes launching from stealing the foreground, but it's
 still the model we want to convey.
