 This first version of the patch is suboptimal, in that it opens the
 control panel immediately when sugar starts up.  This is before the
 network has been connected, so the result is that we fail to find any
 available updates and then close.

 I need to add a bit of code to check network manager and defer opening the
 control panel until we get network access for the first time.
