Comment:

 This *might* be the best I can provide without adding tab support.

 target="_blank" is opened in the same window, the rest is opened in a
 transient dialog with no navigation toolbar. It won't break any website,
 but the lack of navigation toolbar on some pages will likely annoy users
 (workaround is to "follow link" from the link palette).

 I'd start to get this reviewed and landed since it improves the code and
 add support for stuff we will need in any case. Than we can discuss if
 it's enough for 8.2 or if there are improvements we can make.
