 IMO, #7588 and #7589 are slightly lesser priority.  #7588 because Uruguay
 already has a workaround for this, and doing this "properly" involves
 completing the sugar notification mechanism, which is scheduled for 9.1.
 #7589 seems to me to be a "large" bug, involving changes to many
 activities?  The sugar guys can give better feedback.  If #7589 is large,
 it may merit being deferred until 9.1.
