Comment:

 The suggested behavior is indeed the way it is supposed to work, but there
 is a bug in the implementation.  Reaching the end of the develop.sig file
 left an extra "false" on the stack, which caused the "loop over all
 devices" to exit prematurely.

 Fixed by svn 852.  The fix will appear in Q2D12.
