 sugar-control-panel -s language <lang> SHOULD set LANG and MUST NOT change
 the keyboard setting. We agree that it would be valuable to be able to
 change the keyboard setting via customization key or via a GRAPHICAL
 control panel (since console-based ones are dangerous); however, these are
 separate issues and should be recorded as such.
