Comment:

 Marco and Tomeu claim that there is code for selecting a default handler
 separate from the code that determines which activities _claim_ to handle
 a type. On the basis of that claim, we're going to punt further work here
 into 9.1.0. However, I've never seen that code, so we need to do a
 security review of its design and implementation.

 Marco - could you please supply a pointer to this code?
