 Using joyride-2121:

 When I click Restart from the main sugar menu, the system shuts down. By
 looking at verbose HAL logs, HAL thinks it is dealing with a Shutdown
 request, so I think this is a sugar bug.

 I think this is a recent regression - I recall restart working fine
 recently.
