Comment:

 I can confirm that in build 703 Web activity version 86, adding
   locale branding en-US jar:en-US.jar!/locale/branding/
 to /usr/lib/xulrunner-1.9b3pre/chrome/en-US.manifest moves past this
 problem.

 But then about: displays a new error:

 XML Parsing Error: undefined entity Location:
 jar:file:///usr/lib/xulrunner-1.9b3pre/chrome/toolkit.jar!/content/global/about.xhtml
 Line Number 64, Column 7:
   <img src="about:logo" alt="&brandShortName;"/>

 In Firefox 3, en-US.jar contains locale/branding/brand.dtd and
 brand.properties which both define brandShortName, brandFullName, and
 vendorShortName.

 /usr/lib/xulrunner-1.9b3pre/chrome/en-US.jar lacks these files.

 So either add these strings somewhere (see
 http://developer.mozilla.org/en/docs/XULRunner_tips#Branding) or change
 the about.xhtml file in toolkit.jar to not use them.
