 In the past, we could disable tx power adaptation (with an iwpriv
 command). We don't have this capacity anymore.

 Setting lower tx powers (and them disabling power adaptation) is a very
 important tool to emulate sparse network scenarios.

 So, I suggest we (again) have a mechanism to achieve this.
