 This tracker bug attempts to gather the fuzzy criteria related to
 "quality" so that they get proper weight on the 8.2 roadmap.

 Examples: code size, boot time, activity startup time, few/no regressions,
 "first boot experience", browser quality, collaboration scalability.

 All of these are "graded on a curve": we can't "fix" them, per se, but we
 can get quality goals such that each release will improve upon previous
 releases.  (And when it's good enough, we'll set goals to ensure we don't
 backslide.)

 The blocking bugs linked here set specific criteria we want to meet for
 the 8.2 release.
