#6264: Wiki's section "edit" links, edit the wrong section.

 Section headings in the default ShikiWiki skin have nice edit links in
 front of the section name.  But on some pages, they point to the wrong
 (preceding) section.  Very, very confusing.

 For example, the edit link in front of
 http://wiki.laptop.org/go/Ask_OLPC_a_Question/New#B2_images
 currently edits the preceeding section "Need any help in promoting OLPC".

 To repeat, given
  [edit] Foo

  blah blah

  blah

  [edit] Bar

  blah
 clicking on the Bar edit link will edit Foo.  If there is no Foo, it will
 edit the entire page.
