 I don't understand why this is difficult. Is the issue that we don't have
 consensus on how to fix this issue or what should be done or that we don't
 want to take the time to change the license in the file and the comments
 at the heads.

 If the issue is the latter, I see no reason why we this would not be fixed
 in the next upload of Sugar.
