Comment:

 Well, this requires the settling of a larger argument.  Personally, I
 think that every activity should automatically enter fullscreen when in
 handheld mode, removing the toolbars and the cursor; this is the way
 you'll find it spec'd in the HIG and elsewhere on the wiki.  I think the
 next design call should touch on this, so we can gather some formal input
 on the approach we'd like to take here.
