Comment:

 I think it depends on the editor you open it with.

 I tried with "a tilde". If I open it in gedit on my desktop I get it
 displayed correctly and I *think* gedit assumes encoding is UTF-8. Though
 if I open it in firefox, it detects it as UTF-8 but display an extra a
 before it. /me confused.
