Comment:

 The reason that this shortcut was initially added was to override ported
 activities which retained "legacy" ctrl-O functionality for opening files,
 which was inconsistent with the document model in Sugar.  It's clear to me
 now that in this instance setting a policy is the correct approach, and I
 propose that we remove this global key binding.
