Comment(by HoboPrimate):

Scrubbing of secondary palettes seems to have been lost.

It works like this with buttons which have only primary palettes:

  1. Hover button A
  2. Small delay, open primary palette
  3. Hover to adjoining button
  4. Smaller delay, open primary palette

And with buttons with secondary palettes, it works like:

  1. Hover button A
  2. Small delay, open primary palette
  3. Smaller delay, open secondary palette
  4. Hover to adjoining button
  5. Smaller delay, open primary palette
  6. Smaller delay, open secondary palette

I think once the secondary palette is already open, the following palettes
 should also be fully opened.

  1. Hover button A
  2. Small delay, open primary palette
  3. Smaller delay, open secondary palette
  4. Hover to adjoining button
  5. Smaller delay, open primary and secondary palettes (full)

This takes out one delay for palettes, while still fixing the original
 reason for this ticket.
