 Sugar will incorrectly identify the battery status as full during the time
 in between when it receives the Ext power change SCI and the 1st % battery
 status SCI

 Verified in both Joyride 1551 and build 653 running Q2D09 system firmware.

 EC code and kernel code have been verified to be properly delivering and
 receiving the necessary events.

 To duplicate:

 Run the XO on battery and move the over the battery status icon so that
 the battery status rollover come up.  It should say battery discharging x
 %.  Now plug up Ext power.  The battery status will change to "Battery
 fully charged" it will stay this way until a % change SCI is delivered.
 Once the % change SCI is processed the battery status will update
 correctly.
