 The recommended format isn't used for all core bundles, leading to
 inconsistent behavior.

 Links from top-level bundle pages should be to local collections or pages.
 wp currently doesn't do this; related links break when offline.

 Similarly, some wikihow pages (with images that were elided) don't render
 correctly.  The whole bundle should be left out, and available for
 download.
