 sugar-base, sugar-artwork and sugar contain LGPL licensed source files but
 the tarball only ships a copy of the GPL, making it unclear what the
 license is, and blocking upload to Ubuntu repositories. Hulahop OTOH is
 consistent in the file headers and the COPYING file in the root, both
 being LGPL.
