Comment(by walter):

 We have gotten conflicting information from Nepal re the layout to use.
 I'll be trying to reconcile it over the next few days if I can. We'll
 probably want to offer a SCIM support option as they seem to want to be
 able to access multiple Unicode glyths with a single keystroke.
