Comment:

 This is expected behavior.

 The cpu and I/O have been suspended and powered off, so the USB keyboard
 is unable to wake the processor (no power to the USB).

 The built in keyboard, however, is interfaced through the embedded
 controller, which can wake the processor.

 Special provision was also made by the wireless to enable it to wake the
 CPU out of band (without using USB).
