 Hm.  You came up with what seemed like a good conclusion to me, which was
 that there's no locking of /dev/tty permissions, and X can change them out
 from under the tty.  We didn't test the theory, though.

 I don't have good instructions for reproducing; it's happened to me
 several times on several different reboots, usually when heavily using the
 tty but also switching back and forth to X, possibly restarting X, etc.
