 Changing the semantics of Activity<->Datastore communication seems like a
 terrible way to fix this soon.

 Have you considered making a symlink from the Datastore directory to the
 actual file on another filesystem, when a hard link fails?  Then the
 activity can delete the symlink without deleting the actual file.
