 Downloading a file in Browse with multiple instances open causes the
 dialog to appear in the wrong instance window.

 To induce this bug:
  1) Open and instance of Browse (instance-1).[[br]]
  2) Open a second instance of Browse (instance-2).[[br]]
  3) Open ticket #5658 in this website in instance-1.[[br]]
  4) Open the link to the jpeg graphic of the keyboard (at
 http://dev.laptop.org/ticket/5658#comment:55).  The page will say that
 previews are unavailable and that the immage needs to be downloaded.
 Press the download link.[[br]]
  5) The file appears not to download, but in fact the dialog window opened
 in instance-2.

 This was reproduced in joyride-1497.
