#5790: Set color fails: sugar-control-panel -s color gives 'error reading private
key'

 The set color command via sugar-control-panel doesn't make color changes
 to the desktop.

 From command line:
 {{{
 bash-3.5# su
 bash-3.5# sugar-control-panel -s color blue purple light medium
 ERROR:root:Error reading public key: [Errno 2] No such file or directory:
 '/root/.sugar/default/owner.key.pub'
 ERROR:root:Error reading private key: [Errno 2] No such file or
 directory: '/root/.sugar/default/owner.key'
 To apply your changes you have to restart sugar.
 Hit at the same time ctrl+alt+erase on the keyboard to do this
 bash-3.5#
 }}}

 I tried this on two different G1G1 XOs, build 650, with the same results.
