#6584: option to bypass scan of removable device

An adult may want to access a removable device (e.g., SD card) which
contains thousands of files. If he is able to bypass the Journal when
using the files on the device, he may wish to avoid having the XO devote
time and memory to "scan" the content of the device.

A suggestion was made on the dev list to provide checking for a file
'.do_not_scan' on the root directory of the removable device. If present,
the "scan" of the content of the device would be omitted.

[I don't know which might be simpler to implement - to entirely avoid
automounting such a removable device, or to allow automounting but limit
the "scan" to record just the '.do_not_scan' file itself. If automounting
were to be bypassed, the user would be responsible for performing all
 mounts/unmounts of that device.]
