 Brian,
 I don't know about Photoshop but GIMP can be scripted. We can still use
 the base images, get the text from a po file and let the script build the
 actual images. I have 2 things here:

 1) Will all localized images be distributed or only english/native lang?
 What about coutries where have multiple local languages? How is that
 localized images distribution process going to happen. Best is to have a
 separate package only for the images.

 2) Most of our translators are non tech people so a helper as described
 above will be much appreciated. Then we can add the strings in Pootle.
 Having somebody to do all the images will lead to inconsistent
 translations in cases where people don't want or don't have enough time to
 devote to l10n but are happy to contribute a few strings every now and
 then.
