#6580: try connecting to Jabber when resuming from sleep

When the laptop has been sleeping for a while, we should try connecting to
Jabber if we weren't connected before we went to sleep. Thus, if we come
within range of the server while sleeping, we will avoid multicast floods
on resume.
One way to do this is to have Ohm poke Network Manager on resume. When
Network Manager assigns an IPv4 address to an interface, the Presence
Service automatically tries to connect Gabble.
