#6451: Inefficiencies in current wiki communication strategies.

The current distribution of content into separate wikis, the lack of
visibility of who can see, read, and modify each page, the lack of a
comprehensive index of all OLPC-related wiki content, and prior
limitations of MediaWiki seem to me to lead to frustrating communication
 inefficiencies.

In particular, it's hard to make accurate predictions about whether or not
user Jane has read page version X - or even knows that it exists. It's
also hard to get meaningful traffic statistics.

As a minor side note to the main discussion, included mainly for the
 record:

One of the reasons why these limitations appear so difficult to overcome
is that MediaWiki has eschewed access control systems powerful enough to
express even approximately correct policies and delegation patterns at
reasonable cost. A more humanly scalable scheme seems to be called for.
Might a system like the one described in
 [http://okmij.org/ftp/papers/Soutei.pdf Soutei, A Logic-Based Trust-
 Management System] be suitable?
