Comment:

 This is actually already defined in the new Frame design.  The active
 activities will appear in the Frame, and home will serve as a place for
 launching new or recently used activities.  Since we have plans to
 implement these new designs as part of an update in the near future, I'm
 closing this ticket.

 More details (and visuals) backing my above claims will be available soon.
 I think the new design will address most of the concerns you bring up, if
 not all.
