 The entire purpose of the Frame is to provide a persistent interface
 element accessible from anywhere. Tying it to Home just won't work.  The
 clipboard, for instance, needs to be accessible from any activity.  The
 new design of the Frame will also allow one to switch the active activity
 (instead of launch new ones), see the other people they are collaborating
 with, and view device status.  All of these things are important to have
 readily available and across all views/activities.

 Both of these are perfectly "normal."  Others, in fact, have stated just
 the opposite of what you have: that kids rarely intend to start a new
 instance, and that resuming should be default.  We've devised a new Home
 screen which will cater to both of these desires, and which should
 completely eliminate the problems that people have been having with the
 Frame and its intended purpose.

 That said, the title of this ticket still holds.  Home should not be a
 special case regarding the Frame and its visibility.
