 While trying to debug why no one else could see a new activity I've
 written, shared in the Neighbourhood view, it seems to be that you have to
 already have an activity manually installed from some other 3rd party
 source before you can see that activity appearing as shared in the
 Neighbourhood view. This is fine for shipping core activities, but makes
 sharing newly written activities from an XO almost useless. I'm still not
 100 sure if my new code is wrong (it's a standard Python activity class),
 if I'm hitting a security issue (do I need my activity signed?), or if
 this is just an unsupported sharing feature as of yet (or at all). I'm
 going by the HCI that indicates that the activity bundle would be
 automatically copied over to an XO that was missing the install.
