 We could use an rt queue for most outward-facing emails.  Currently we
 have only content, volunteers, and support.

 Please coordinate with Nia and Tracy to be sure that the queues for
 reasonably private emails are sufficiently private (e.g., only a fixed set
 of people can even see the queues).
