#6337: Developer key page "en español" link leads to nonexistent page

When the user wants to request a developer key, they are led by links in
the library to file:/home/.devkey.html. It loads in a CSS template and
some text from https://activation.laptop.org/devkey/stylesheet/. The end
result is a page that has a link in the upper right corner with the text
"en español". That link leads to:
https://activation.laptop.org/devkey/content_es/
which is a "Page not found".
Either the link should be gone, or the page should be there.
(Similarly, Mongolian and other pages will need to be populated and linked
to. This piece of the infrastructure seems to be unique in that it's web-
based rather than distro-based, but it's not part of the standard Wiki
translation setup.)
