 We've tested an insecure version of network-reflash in the Mongolia
 deployment, using a signed linux + ramdisk combo and dwmw2's image
 flasher.

 I don't think this is an update.1 blocker, since we have multiple ways to
 recover now, even if the insufficiently-tested OFW version turns out not
 to work.
