 But the user can't solve it either the same way - by reducing the volume
 settings to something low enough, they won't hear normal sounds either.

 It would seem to me that what you need is smarter mixing algorithms in
 the software (csound level?), so that multiple concurrent tones trigger
 temporary decrease in volume.  Do you have any unused AGC capabilities
 in there?

 Then perhaps it should be reassigned to "hardware"?
