 This ticket is also connected to #734 and #1419, which describe the
 procedure for running the DCON at 25 Hz instead of 50 Hz, with a supposed
 savings on the order of 100 mW.  We should verify that this is happening,
 both during suspend and during non-suspend freeze.  I cannot tell from the
 contents of those two tickets whether this was ever put in place.

 Of course, even with the DCON at 50 Hz we should expect a reduction in
 power usage, and the fact that we don't get one suggests that the GPU is
 not getting turned off.
