#9087: 2581 Cannot set XO (self) icon color with graphic control panel

In recent Joyrides, when I go to Control Panel, click on 'About Me', then
click on the icon (to chage its color), it says that a restart is needed.
But when I then click on the checkmark (ok) in the panel upper right, it
offers only two choices - 'Cancel' or 'Restart Now'. If I click on
 'Restart Now', nothing happens.

Other panels (besides the 'About Me' one) offer three choices, one of
which is 'Restart Later'. Thus, even if their 'Restart Now' does not
work, I can exit from the detail panel and then from Control Panel itself,
and manually press ctl-alt-Erase in order to perform the restart that
makes the changes for which I had indicated "later".

But with 'About Me' not offering a "restart later", and with its "restart
now" not working, I am unable to change the XO (self) icon color.

 --------

Normally, I perform Control Panel changes right after having booted. Once
those have been made, I launch Terminal (through Journal) - to have a
command line. But if prior to launching Terminal I had tried (and failed)
to change the XO (self) icon color, then in practice I cannot use the
Terminal I launched -- because process 'python' is running and eating 100%
of the CPU cycles, such that Terminal never gets around to showing me a
 prompt.

My bypass in this situation (Terminal does not show prompt) is to press
clt-alt-Erase -- that restarts Sugar, and once it is up I can then launch
Terminal and have it "promptly" give me a prompt.
