#8252: When activity is starting, it's icon underneath Home XO fbuddy should blink

 For consistency sake, when a activity is still launching, all of its
 representations in Sugar should show it. Right now, it is shown in the
 frame blinking, in the Activity zoom level with the large sized icon
 blinking, but underneath the XO buddy in Home the icon is solid. It should
 blink as well.
